Mr. Jeffrey D. Singleton is the Deputy Assistant Secretary of Defense for Science and Technology Futures in the office of the Under Secretary of Defense for Research and Engineering. Mr. Singleton also represents the broader U.S. research and technology enterprise as the United States Principal and Head of Delegation on the NATO Science and Technology Board and on the NATO Defense Innovation Accelerator for the North Atlantic (DIANA) Board of Directors. As Deputy Assistant Secretary for Science and Technology Futures, he serves as a champion for the DoD S&T Enterprise to maintain awareness and oversight of research and development throughout the department in areas including weapons technologies, nuclear delivery systems, positioning/navigation/timing (PNT), human sciences, aerospace technologies and propulsion, power and thermal management, manned and unmanned platforms, and countering unmanned systems across the domains of Air, Land, Sea, and Space. Additionally, he oversees two major efforts for the department: 1) the Technology Innovation Industrial Base and 2) Emerging Technology, which has oversight of four critical technology area Principal Directors and their portfolios - Advanced Materials, Biotechnology, Quantum Science, and FutureG.
Singleton earned his Bachelor of Science degree in Aerospace Engineering from West Virginia University, where he graduated magna cum laude in 1984, and a Master of Science in Aerospace Engineering from the Georgia Institute of Technology in 1988, specializing in rotorcraft aeroelasticity. He is a recipient of the American Helicopter Society International Howard Hughes Award as Lead Engineer for the Army/NASA/Bell Quad Tiltrotor Aeroelastic Test Team, given in recognition for an outstanding improvement in fundamental helicopter technology; the Department of the Army Superior Civilian Service Award; and the Army Research Laboratory Honorary Award for Leadership. Singleton has authored more than 80 invited presentations, scientific conference publications, and journal articles.
